Over the past years, it has been challenging to establish and maintain democracy and fair elections in Canada. The first instance of popular election in the country held during the precolonial period, New France and now Quebec, had many issues. Syndics, or unique representatives of the colonial administration in Quebec City, were appointed to lead as conduits for communication between the administration and the people. Later, this solely communicative role was expanded to include full council membership (Bechtel & Schmid, 2021).
